I've been "killing" Shinden Kais at Bifrost to get this item, but I haven't gotten one after so many kills. (I say "killing" because I go to the portal and let the Shinden Kais die on their own without me actually killing them..although I do make sure to hit them at least once to ensure I get some kind of drop.) I did another 5th tier quest where I had to get an item from Abyss Ruins and I quickly got what I needed from the Grells after about the 7th kill.
